A Bolian, Broht was a part of the Broht & Forrester publishing company, publishers of the Dixon Hill novels [1] which Captain Picard enjoyed. [2] In 2377 Broht agreed to publish the holo-novel, "Let Photons Be Free" which Voyager's EMH wrote. He declined the EMH's request to hold off on publication whilst he revised the work to remove resemblences to his shipmates, and subsequently refused to withdraw it. Broht claimed that the EMH had no right to be recognised as an author as he was not legally a person. An arbitration process carried out by subspace concluded that whilst the EMH could not be legally recognised as a person, he could nevertheless be recognised as an artist with the right to control his work. Let Photons Be Free was withdrawn from circulation. Ironically underground copies of the book became a hit amongst holograms in the Federation, and may possibly become a factor in the developments of hologram rights. [1]
