A Quarren doctor, Ravoc worked in Kadan's medical facility. He was unaware of the conspiracy to kidnap aliens and manipulate their memories to make them part of the Quarren workforce until he became suspicious after the Voyager crew's arrival. Once aware, he refused to support the conspiracy.1
