Starfleet Admiral in charge of the covert observation of the Ba'ku people, Dougherty was secretly involved in the effort to relocate the Ba'ku so that the Federation and the Son'a could make use of the natural regenerating properties of their planet. He was killed by Ru'afo when he began to doubt the methods being used to prevent the Enterprise-E's interference.1
