Ruwon was the leader of the Romulan delegation which visited Deep Space Nine in 2371 to asses Federation intelligence information on the Dominion. He was also secretly there to destroy the station and collapse the wormhole in order to prevent Dominion forces from coming through. In this he was unsuccessful thanks to a temporal anomaly involving Chief O'Brien.1
