Legate Ghemor1

Legate Ghemor was a member of the Cardassian High Command. He opposed the obsidian Order, and in 2371 the Order engaged in a complicated plot to convince Ghemor that Major Kira was his daughter Iliana. The real Iliana had been modified to look like a Bajoran in order to penetrate the terrorist groups on Bajor; the Order hoped that threatening Kira would provoke Ghemor into betraying them to protect her. The plot succeeded to an extent, but Ghemor was able to escape thanks to the intervention of Garak and Sisko.1 In 2373 Ghemor returned to Deep Space Nine; dying of an untreatable medical condition, he wanted to give the Federation and Bajor all of his political knowledge. Major Kira conducted his debriefing, although she found some of the revelations about his past actions difficult to accept.2
