Chief Archon at Miles O'Brien's trial for smuggling weapons to the Maquis, Makbar was part of the plot to use the trial to embarrass the Federation. The plot failed when Commander Sisko discovered that the Cardassians were behind the smuggling and threatened to reveal this to the public, and Kovat was forced to release O'Brien.1
