A Bajoran engineer who worked on Deep Space Nine. Neela had a beep belief in the Prophets, and was took part in a conspiracy with Vedek Winn to close down the Federation school on Deep Space Nine. The intent was to lure Vedek Bariel to the station so that Neela could assassinate him, clearing the way for Winn to gain a greater voice in Bajoran politics. The plot failed, and Neela was taken into custody for the attempted murder. She refused to name Winn as a conspirator.2
