Surmak was a Bajoran terrorist; he created a device which could be attached to a replicator and would infect anybody eating food from it to become infected with a virus which caused aphasia and ultimately proved fatal. In 2369 Major Kira forced Surmak to develop a cure for the disease by infecting him with it.1
