A Starfleet officer, as a young man DeSeve found much to admire in Romulan culture and their strict attitude towards morality. So impressed was he that he defected to Romulus, becoming a member of their military. As he grew older DeSeve came to regret his decision, and decided to work with the underground movement headed by Ambassador Spock. In 2369 he returned to the Federation to communicate Spock's plan to assist the defection of Vice Proconsul M'Ret to Captain Picard.1
