A Starfleet cadet and leader of Nova Squadron, Locarno was secretly using training flights to prepare to perform the Kolvoord Starburst formation at the Academy commencement ceremony in 2368. When one of the flights ended in the death of Cadet Albert, Locarno conspired to cover up the truth at the inquiry. He was expelled from the Academy after Cadet Crusher confessed the truth.1
