Colonel West was a Starfleet officer in 2293. He made a presentation to the Federation President, suggesting that a military operation could be used to retrieve Captain Kirk and Doctor McCoy from Klingon captivity. The President declined as the plan would violate interstellar law. West was part of the conspiracy to prevent peace between the two powers, and to this end he attempted to assassinate the President. He was killed by Scotty at Camp Khittomer.1
