Burke was a crewmember aboard the Enterprise-A in 2293. He was part of the conspiracy to prevent peace between the Federation and the Klingon Empire, and to that end he participated in the assassination of Chancellor Gorkon. Burke was later murdered by Valeris to prevent him from talking about the conspiracy.1
