Son of Duras, Toral challenged Gowron for the leadership of the high council in 2367 at the urging of Lursa and B'Etor, as part of a plot to hand control of the Empire to the Romulans. The attempt resulted in a brief civil war2 which Gowron won with Federation assistance; Toral was captured but his life was spared at Worf's insistence.3
