Admiral Jarok was a famed Romulan commander responsible for the Norcon Massacres. When his loyalty came into question he became the subject of a disinformation campaign intended to convince him that his government was about to launch a war against the Federation. Jarok defected, and convinced Captain Picard to enter the Neutral Zone to locate a secret Romulan base supposedly built there. When he discovered that his defection had been to no purpose, Jarok took his own life.1
