Commanding officer of a Ferengi ship, in 2365 Bractor stumbled across Federation wargames involving the Enterprise-D and the Hathaway. Assuming that there was something of value on the Hathaway, Bractor threatened to destroy both it and the Enterprise if Captain Picard did not surrender. He was outwitted thanks to a deception created by Commander Riker.1
