A Starfleet officer, Maddox was a member of the board which considered Data's application for Starfleet Academy. He was the only member to vote against admittance, on the grounds that Data was not a sentient lifeform. In 2365 he attempted to force Data to undergo a procedure which would help him to replicate Soong's work, creating more positronic brains. Maddox was frustrated when Data refused to undergo the dangerous procedure, but ultimately came to gain more respect for the android.1 In 2367 Maddox asked Data to compile a detailed diary of a typical day aboard the ship to assist him in understand the android's thought processes.2
