Commanding officer of a Klingon warship in 2365, Kargan was deeply suspicious of the Federation and Starfleet. When he became convinced that the Enterprise-D had deliberately infected his ship with a subatomic form of bacteria, he decided to attack it in retaliation. Commander Riker, acting as Kargan's First Officer as part of the officer exchange program, removed Kargan from command.1
