A Federation historian, Gill became convinced that a society could use the efficent methods of a dictatorship without the accompanying brutality. To that end he re-created the Nazi party on the planet Ekos. Unfortunately he was proved wrong, and Ekos attempted to wipe out the neighbouring planet of Zeon.1
