A "superhuman" augmented through genetic engineering and selective breeding, Otto was one of Khan's followers, and one of the 50 who escaped with him when he left Earth in the 1990s. he was part of Khan's attempt to capture the USS Enterprise, and was subsequently marooned on Ceti Alpha V.1 Otto would have been killed, either during his time on Ceti Alpha V or when the remaining of Khan's followers were killed when the USS Reliant was destroyed.2
