A Romulan officer, Velal attended the conference held on Deep Space Nine in 2375. He replaced Senator Cretak at the meetings when she was called to a conference on Romulus. When Cretak was arrested for treason Velal took her place as the Romulan representative on the station.2 Velal met with Sisko and Martok in the aftermath of the Dominion's deployment of the Breen energy dampening weapon, and expressed his dismay at the idea that the Klingons were the only force capable of withstanding the weapon.3 He later opposed a final assault on Cardassia, preferring to confine the remaining Dominion forces in the system and blockade them. He was convinced when Sisko argued that the Dominon would simply breed Jem'Hadar and build ships to break out eventually.4
