A Romulan military officer, Decius served aboard the ship which attacked several Federation outposts in 2266. He was not a highly competent officer, but had political connections in the Empire which ensured his continued service. He endangered the ship by breaking communications silence to report their successful attack, attracting the attention of the Starship Enterprise. The ship's captain reduced his rank by two steps for this action. When the Romulan ship finally managed to damage the Enterprise Decius carried out the final attack, not realising that Captain Kirk was hoping to lure the ship in to counterattack. Permission was granted, and the Romulan vessel was destroyed.1
