Tepo was the boss of one of the smaller gangs on Sigma Iotia II, and a devoted follower of the lifestyle described in the book 'Chicago Mobs of the 20s'. Under Captain Kirk's urging he agreed to form a coalition with the other gang leaders to unite the planet.1
