A Human, Cooper was one of those abducted from Earth and taken to a Skagaran planet in the Delphic Expanse. He led the successful uprising against the Skagarans, becoming something of a hero amongst the Humans. However, in the aftermath of the revolt he instituted severe restrictions on the Skagarans, treating them as second class citizens. As of 2153 the town's bartender was the only direct descendant of Cooper in the town.1
