A holocharacter in the Fair Haven program created by Tom paris, Seamus was something of a drinker and would frequently try to 'borrow' money of others to fund his habit.2 He was the first person to observe the odd behaviour of Voyager's crew as they used the program, and interpreted this by assuming that they were Fairies from a magical land. Seamus held Paris and Kim hostage and attempted to use various magical spells against them without success. The situation was resolved when Janeway explained the truth to the Fair Haven residents.3
