An agent of a mysterious secret organisation within Earth's Starfleet in the 2150s. Harris was a member of Starfleet's Security Division until 2149. He recruited Malcolm Reed into the organisation before he was posted to the NX-01. When Captain Archer had Reed confined for this infraction, Harris contacted Archer and tried to convince him to delay his investigation. He was unsuccessful in this aim.1 After Phlox was recovered Harris contacted Reed again and tried to convince him to continue working for the organisation. Reed declined.2 In 2155 Reed recontacted Harris to ask for information about Susan Khouri and Terra Prime.3 He later provided Reed with information which helped Enterprise to infiltrate Paxton's ship on Mars after Terra Prime took control of the Verteron array there.4
