Regent Worf was the leader of the Klingon-Cardassian Alliance. After the Terran Rebellion captured Terok Nor in 2372 Worf personally led the fleet which attempted to recapture the station. Furious at the loss of the station, he kept Garak literally in chains on the bridge of his flagship. When his attempt to recapture the station was defeated, Regent Worf placed the blame largely on Intendant Kira's shoulders.2 He eventually managed to capture the Intendant. She was able to regain some favour by manipulating Quark and Rom into obtaining a cloaking device from our own universe. However, Rom sabotaged his ship and the Regent was subsequently captured by the rebels.3
