Representative of the Beta Moon of planet Peliar Zel at the peace conference hosted by the Enterprise-D in 2367. Zel was also part of the 2337 conference mediated by Ambassador Odan. He was initially suspicious when Odan attended the 2367 conference, as the Trill's symbiote had changed hosts. Odan was able to convince him that he was indeed the same person, and the conference was a success.1
