A Klingon Ambassador who visited the Enterprise-D in 2367, ostensibly to resolve the apparent Federation support for a rebel faction on the Klingon world of Krios. In fact, Kell was an agent for the Romulans. He was acting as the controller for Geordi LaForge, who had been brainwashed by the Romulans into attempting to assassinate Vagh. The attempt failed, and Kell was arrested by Vagh.1
