Administrator of the Vulcan High Command in 2154, V'Las was determined to provoke a war between his people and the Andorians because of rumours that the Andorians were using Xindi technology to build a weapon of mass destruction. Concerned that the Vulcan faction known as the Syrrannites were promoting a philosophy of pacifism, V'Las framed them for the bombing of the Earth embassy on Vulcan in order to provide an excuse to exterminate the movement.2 V'Las was deposed and the High Command dissolved after Captain Archer managed to retrieve the Kir'Shara, an ancient relic bearing Surak's original teachings.3
