Vedek Teero was a Bajoran religious figure who was fanatically opposed to the Cardassians. A Maquis member, he was expelled for experimenting with extreme methods of recruiting new members, including mind control. In 2370 Teero used his mind control technology to plant commands into Tuvok's subconscious. The commands were designed to force Tuvok to go into periodic blackout states in which he would use mind melds to implant the same commands into others. The commands were activated in 2377, causing Tuvok to implant many of the Maquis aboard Voyager. Fortunately Tuvok managed to overcome his conditioning before Voyager could be completely taken over. He subsequently used more melds to remove the commands from the others.1
