A Vulcan doctor, Oratt attended the inter-species medical conference on Dekendi III in 2152. He was one of those who discovered that T'Pol was suffering from Pa'nar syndrome, and reccommended that she be removed from duty by the High Command because he presumed she had chosen to engage in a mind meld. In fact T'Pol had been forced to meld, but refused to reveal this as she considered the High Command's attitude towards melders to be hypocritical.1
