A former Starfleet Captain, Garth was one of the last people in the Federation to be classed as criminally insane. He was confined to the Elba II facility but was able to sieze control of it thanks to his ability to alter his appearence. Captain Kirk was able to regain control of the facility and Garth was subsequently cured.1
