A Kelvan, Rojan was born on the journey between the Andromeda galaxy and our own and expected to die on the return trip. He commanded the Kelvan takeover of the Enterprise, but developed Human emotions because he was living in Human form. Kir was able to use this weakness to defeat his plan.1
