Nimbus III1
A planet established as "The Planet of Galactic Peace", to build bonds of cooperation between the Federation, Klingons and Romulans by having a planet in the neutral zone whose population comprised of all three species. The effort was considered a failure, as the major powers never followed up on it. Life on Nimbus III was harsh and the standard of living low. In 2285 it was here that Sybok raised his rebellion, capturing the capital city and taking all three ambassadors hostage.1
