Plotline :

Seven of Nine declares of the Kazon "Their biological and technological distinctiveness was unremarkable. They were unworthy of assimilation." But in Best of Both Worlds, Part 2, Locutus claimed that "we only wish to raise quality of life for all species." And in First Contact the Queen herself claimed that she has encountered resistance from hundreds of species and now "they are all Borg."
