Plotline : Bashir is subjected to intensive loyalty questioning by a Starfleet Intelligence. But nothing is quite what it seems, and soon he finds that he has become involved with a branch of the government so secret that nobody has ever even heard of it.

Great Moment : I don't like the idea of Section 31 at all, so there isn't much to choose from this one for me.
