So I'm thinking of writing a Starbase 216. What should the base be?

Seriously, making a random number for a Starbase without any piece of info does nothing. Do you have a back history of this base. Is 216 a significant number of any particular reason (asking the importance of Starbase numbering might have been a legitimate question). Where is it located, when was it built. What is its purpose.
