The 1,000c is pretty hard considering that when they were considering their trip home, 75,000ly, they quoted it as a 75 year trip home. In universe the characters consider 1,000c to be a sustainable rate of advance.

Right, not ship's speed but typical average progress. Though, to be fair, most of the crew probably didn't anticipate Janeway's penchant for sightseeing.

At least originally in the first season. Probably started to take those 'special' pills that allowed the Maquis crewmembers to be more submissive.
