The 1,000c is pretty hard considering that when they were considering their trip home, 75,000ly, they quoted it as a 75 year trip home. In universe the characters consider 1,000c to be a sustainable rate of advance.

Right, not ship's speed but typical average progress. Though, to be fair, most of the crew probably didn't anticipate Janeway's penchant for sightseeing.
