If we got more particapants it might. Most of us voting are into the action part of Trek, so one of it's more actionpacked episodes would take the cake.

I'd put City on the Edge of Forever as a close second.

Balance of Terror isn't just an action episode though, just as TWOK wasn't just an action film. Like all best Sci Fi, its story could be transplanted into a non Sci Fi setting and still hold up, probably because its based heavily on the submarine movie "The Enemy Below".

I've got to go with Balance of Terror. It was the best ToS ep IMO.

I've got to second the idea of Balance of Terror not being an action episode. Well, unless you consider action to be staring at an empty viewscreen for half an hour.

It was also about how the guy on the other side of the line, in another time and place, could be your friend. And the utter futility of war sometimes.
