Starfleet Engineering Code
Requires a second backup for mission critical components in case the primary backup fails
This is one of the offical codes from http://www.ditl.org/datlistregulations.php?
It would seem they require 3 sets of componants at the minimum for all esential componants. While it is good they have the rule it would seem they don't follow it the majority of the time.
If you read through that whole list it would seem they dont follow quite a few of the rules.

What does defeat mean to you?

This might be why Janeway said the old captains like Kirk would have been court marshaled in her era. Or maybe they wrote this one up after Kirk.

Yeah these seem more like guide lines that they would like you to follow more than actual rules that you have to.

Not to mention Directive 2; "All the ceilings on Starfleet ships must be lined with sparklers to go off during intense battle sequences"[
And am I the only one to think that the Starfleet Engineering Dictionary would list 'plasma conduit' as a synonym for 'Plastic explosive'?
