What if Voyager had been a Phoenix-type Warp Ship like th one built by Zefram Cochrane?

Sounds about right, which to me seems like a lot of "senior" staff on a ship that small.

SF has a very loose definition of "senior" staff anyways, you won't find many Navy's where an Ensign is considered senior anything. Or where a psychologist is considered a useful addition to the command staff.

Picard just wanted her on the bridge in the catsuit for eye candy. Her presence during contact situations was useful as her emotional perceptions bordered on cheating for Picard (almost wrote Pricard, freudian slip) during negotiations. Other than that... not so much.
