SF has a very loose definition of "senior" staff anyways, you won't find many Navy's where an Ensign is considered senior anything. Picard just wanted her on the bridge in the catsuit for eye candy. Her presence during contact situations was useful as her emotional perceptions bordered on cheating for Picard (almost wrote Pricard, freudian slip) during negotiations. Other than that... not so much.
