It was completely abitrary. Except for Warp 9.9 (The 37s) which I used as the basis for my warp scale.

that's right, I'm starting a fad!
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

History
The Vesta class was designed by Starfleet to be a deep space exploration ship with several new technologies including Quantum Slipstream Drive and the Phaser Cannons (think All Good Things type cannon, except with the firing chamber seen on the Ent-D,just the emitters). There were two ships built for testing: the USS Vesta and the USS Spirit. The USS Spirit made a trip round the Alpha Quadrant (the circumference of it) in eighty days Over the course of 2378 and 2379, several glitches and problems were discovered and solved. The Quantum Torpedoes onboard the Vesta-class were new Mark V Quantum Torpedoes. The class was also capable of a maximum speed of Warp 9.99 when not using Quantum Slipstream Drive. The Quantum Slipstream Drive was modified using the data gained from the NGC 6281 entity to be superior to the blueprints provided by Voyager. (my own work ends here)

Vessels of the class had entered service by at least September 2380, by which time Ezri Dax was serving on the USS Aventine. (TNG novel: Greater Than the Sum)

With the launch of a Borg invasion in January 2381 the Vesta-class, with its state of the art weaponry, was found to be one of the few Starfleet classes able to mount an effective defense against the massive Borg assault. Ships of the class were assigned to defend the Federation's core systems, including Sol, Vulcan, Andor and Tellar. (ST novel: Gods of Night)

Despite the class' resilience, it still took a beating against the Borg. During an attack by the Borg on Acamar, more than two-hundred-and-fifty of the USS Aventine's crew were killed. The Aventine, under it's new commander, Captain Dax, went on to play a major role in stopping the Borg invasion after the ship's crew discovered a subspace tunnel leading across the galaxy. This eventually resulted in the discovery of a network of such tunnels, which the Borg had been using to infiltrate Federation space. Unfortunately exploration of the tunnels was not completed in time to prevent the full force of the Borg Collective, when an armada of more than seven-thousand Borg ships entered the Beta Quadrant. (ST novels: Gods of Night, Mere Mortals)

Against immeasurable odds Captain Dax of the Aventine initially planed to bring the ship's experimental slipstream drive online ahead of the test schedule to allow the ship to get to Earth ahead of the Borg and mount a desperate last defense. Dax was eventually dissuaded from this plan by Captain Picard of the USS Enterprise. (ST novels: Mere Mortals, Lost Souls)

Dax later did use the Aventine's slipstream drive in an ambitious plan to ambush a Borg vessel and plant a fake Borg Queen to take control of the Borg armada. The slipstream drive allowed the ambush to go ahead successfully, and the plan prevented the annihilation of several Federation worlds. The Aventine, along with the Enterprise and Titan were later present in the Azure Nebula to witness the end of the Borg invasion, and the entire Borg Collective at the hands of the Caeliar. Note: In my trek-verse, the novels and games did happen, and Starfleet is actually competent.


New Starfleet Security Procedures:
-Pulse Turrets are in all corridors to repel borders.
-Consoles in engineering, the bridge, and other areas requires the user to be Starfleet personnel and have nanites in their bloodstream that the consoles will detect and allow access to.
-The nanites themselves have the person's service number and provide basic maintenance to their host like removing toxins, repairing minor wounds, and cleaning the digestve tract as well as being confirmation for console access.
-New pathology labs will all be connected to a decontamination chamber and Level IV Biohazard Labs will require one to wear a hazmat suit.
-MACOs will be placed on all ships
-Cells in the brig will be blocked with metal grating the that is electrically charged to prevent convicts from escaping.
-12 Security personnel will be guarding the Brig at any given time.

History
The Yorktown Class was on the drawing boards in 2153 and originally supposed to be a single hull ship like the NX Class, however, in 2155, Starfleet decided to give it a secondary hull. The ship was was given the registry NCC-398 due to sped up production of the Poseidon, Minuteman, NX, and Daedalus class ships. The Yorktown equipped with several new technologies including shields, Mark IV Pulsed Phase Cannons, Mark II Photonic Torpedoes, enhanced sensors, a faster warp drive and a new deflector array. The Yorktown herself was tested around Epsilon Eridani during its shakedown period. After the Earth-Romulan War, the Yorktown Class was refitted with Warp Seven Engines and a more efficient shields and hull armor. The Yorktown Class continued to serve well into the mid 23rd century when it was phased out by the newer Constitution, Proxima, Federation, and Miranda Class ships. The USS Yorktown was retired in 2250 and placed in a museum where it currently is.
