For the final vote, fair enough. That's one out of six, and of the others only Kirk has a cut and dried stupidest moment.
Only two things are infinite - the universe and human stupidity, and I'm not sure about the universe: Albert Einstein.

At the same time, it is part of the point of the film - he's past his prime and hasn't been in the big chair for quite a while.

Exactly - everything Janeway does, no matter how stupid, is depicted as evidence of her being a military/scientific/humanitarian paragon, because Jeri Taylor couldn't stand the possibility of her Mary Sue having anything resembling a flaw. Kirk's fuckup in TWOK is depicted as just that - he "got caught with his britches down" and knew it.

For Kirk, there's also the episode 'The Galileo Seven'. He's got medical supplies to deliver to the New Paris Colonies on Markus III. The plague is out of control, so... he stops to investigate Murasaki 312. It's hand-waved that he's got standing orders to investigate stuff like this.

So... why didn't he deliver the supplies first, then come back and look to his heart's content? :wtf:

Also, for Picard, the episode with Worf's brother and letting those people die.

I'd classify that under "evil" rather than "stupid". Apparently the genocide convention has been rescinded by the 24th century.
