It might just be a revamp or upgrade. The psykers are under the IG.

They are awsome... great against most anything. Don't worry, they'll be back up sooner or later. I'd love to build a IG army but I just don't have the time. I'm working with some friends on a six way 10k each Gothic battle.

It seems pretty cool, though I haven't read any of the books. Here's an example of a basic game. Reliant still owes me a rematch. :P
