NO...WE ARE NOT MISSING ANY ACTIVELY COMMISSIONED STARCRAFT. HOWEVER, TO BE FAIR, IT IS POSSIBLE ONE OF OUR DECOMMISSIONED AND SOLD SHIPS WERE USED. HOWEVER, AS NO SENSOR LOGS EXIST TO VERIFY THAT, ONLY A QUESTIONABLE DISTRESS SIGNEL PROVIDED BY THE KLINGONS SAYING THEY WERE BEING ATTACKED BY "THOLIANS", IT COULD HAVE BEEN A BORG CUBE FOR ALL WE KNOW.
NEEDLESS TO SAY, THAT EMPEROR LOKNAR IS CERTAINLY CONSIDERING THE MOST LIKELY SITUATION, THAT BEING THE YRRIDIANS AND THEIR SECRET ALLIES DO NOT WANT PEACE, AND ORCHESTRATED THIS ATTACK.

Certainly not. Your government appears to think we have an agenda in this matter beyond peace. We would like to know what you think that is so we can productively move forward.

The Union has no ties of any significance with either the Yrridians or the Jacorn. We have a minuscule quantity of trade with the Jacorn but we would have thought if anyone grasped just how little loyalty even a significant amount of trade purchases it would be the Tholian Empire.

If the Tholian Empire thinks the Romulan Star Empire an ally of the Federation, clearly they have not been paying attention. What was once an amusing conflict of two relatively minor powers, one more relative than the other, has now become an incredibly overblown international incident. We are most interested in a return to some semblance of normalcy.

AS WE SAID BEFORE, WE ARE NOT WILLING TO ACCEPT ANY DIPLOMATIC MEDIATION FROM ANY MEMBER OF THE ALLIANCE.
WE WE BE WILLING TO ACCEPT, BUT ASSUME BECAUSE OF PAST RELATIONS, THE ALLIANCE WOULD BE UNWILLING TO ACCEPT THE CARDASSIANS.
UNLESS WE ARE MISTAKEN, THAT LEAVES THE FERENGI AND THE ROMULANS AS IMPARTIAL PARTIES.

The Federation, in conjunction with the Ferengi and Klingon governments and with the cooperation of the Yrridian government announces the following results from its investigation.
Our investigation into Yrridian affairs turned up some fairly odd results. First and foremost our experts have said there are no, existing, testing facilities for any form of WMD. Additionally there is no mention of any kind of government facility of any type at the supposed test facility that was destroyed on 227 according to the Tholians. Scientists on site found no evidence of any kind of weapons facility or really of any kind of any work being done on the site.
We did find something however. Burried within the Yrridian government’s computer database was a file containing the rough outline of a plan that directly matches the Tholian claims; that a WMD was to be developed and used on a nearby Tholian colony. There is no further clarification of the plan within the document itself concerning the objectives of the plan, any motives behind it, nor does it implicate any outside assistance.
The file was poorly encrypted, although so was much of the Yrridian data core, and the President claims to have no knowledge of the device nor of ever having seen the report before. Betazed interrogators indicate that he is telling the truth.
Federation and Klingon intelligence services have several leads on the origin of this file and are diligently working to run them down. We hope to have results from such investigations in short order. It seems that what can be determined at this point is that at most this was a single document contained in the Yrridian database that no one in the government was implementing and for which the physical infrastructure did not exist.
We again suggest that both parties simply settle the conflict and agree to pre-war frontiers as the basis for peaceful relations.

The Yrridian Government is in a state of pre-war status currently, excepting the massive amount of casualties we have experienced as well as the large financial burden of caring for the wounded from the careless Tholian assaults. We are content to maintain the status quo as is.

For the past several decades as the quadrant has rebuilt from the horrors of the Dominion War the Federation has taken upon itself the task of ensuring that justice and tranquility prevail through the quadrant. We feel that this period has run its course. We will adjust our international policies to those of neutrality in most cases. The cornerstone of our defense policy moving forward shall be the alliances with the Klingon Empire and the Jacorn Alliance.
We do not take this decision lightly, however we can no longer justify taking active involvement in the affairs of powers that have had ample time to see to their own defense arrangements.

We feel this is a wise decision for the Federation. We can only imagine the cost to maintain a large enough military for your own and others' space.
On another note, the Ferengi Alliance has some capital available if anyone wishes to start a new project. We currently have 1% interest rates to returning customers and only 2% for new ones.
If anyone needs a loan, contact us via channels.

As a result of this break in relations the Federation has closed its borders with the Tholian Empire. No ships bound for or from Tholian ports may pass through our territory.

Let it be known that the Ferengi Alliance will continue business deals with both the Federaion and the Tholian Empire. We understand the issue between them, but we would rather not let the issues of other powers interfere with business.
