Exactly Why? Because he's smart, adaptable, and highly trained. If the Jem'Hadar had a tenth of Rambo's "skills", they may actually be dangerous. But, alas, who is there left to teach them?

The Jem'Hadar wouldn't have to be the most leathal, just effective warriors, given basic, push-button to kill instructions and orders. What do the founders care if their killed by the thousands, they'll just make some more.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.
