And presumably it's lack of adaquate weapons.

Its limited weapons are probably so the captain doesn't get hero-minded with a shipload of injured officers.

Not to mention the fact that it's not a warship and so doesn't need weapons but needs the space for medical facilities rather than weapons

Modern day medical vessels are not allowed have armaments. It's possible that the UFP follows similar rules.

I do think it would have some weapons. If attacked by pirates, are they just supposed to surrender?

You could say the same of modern day medical ships.

I would expect it to have exactly the armaments it did have - we've seen time and again non-offensive uses for shipboard phasers.

I could see low powered phasers, not strong enough to damage a "starship" but enough to hold off some pirates while they escape.

They'd be the equivalent of a few machine guns, which are also illegal on hospital ships - either it carries no armament, or it isn't a hospital ship, no two ways about it.

Exactly my point. It is illegal for modern medical vessels to have any armament of any kind on board, regardless of the threat from pirates.
Presumably it's the same in the UFP.

It is? I thought the Olympic had a pair of low-power phasers.

Did it? I can't remember. You're probably right.

Now that I'm thinking about it, I'm not really sure. Anybody have a cap or anything?

I'll check DITL in a moment. If phasers were observed firing then it'll have it written in yellow.

Right, just checked, and although he has two phaser banks written in as armament, it's in white writing, and thus were probably not shown.
