IMHO the Soverign has the win. Starfleet crews are well trained enough, and have Captains experinced enough to be able to pull a few tricks out of there hats. Jem'Hadar just don't make very good Captains by nature, and even Vorta haven't gone through the kind of training a Starfleet Captain has to have endured. A Founder could likely match wits with a SF Captain, but I think, in the end, the training and experience of the SF crew will give the victory to the Soverign.
