Exactly my point. With global-travel vehicles, not mention global transporters, why have a specialized wet-only navy? If you do need a ground/atmospheric force, why limit it to the water?
If it's not broke don't fix it.

Remember, in Star Wars, it's called the "Imperial Navy" so it's certainly possible that the FNP would be a civilian organization, perhaps similar to a police force? While I know Coast Guard is military, perhaps this would be made up of local police forces/rescue forces/environmental ships that were stationed around planets of Federation members? They're the State Police, if you will?

Possible. Some sort of system defence force?

Yeah using ships like the Soyuz for system patrol.

Possible, but most of that seems to have been taken over by Starfleet. Or is that just an assumption on my part?

We never really see local defence so its hard to say. Before this topic I assumed planets could field their own defences.

Maybe that's what it is: some sort of National Guard.

If that were the case I doubt it would fall under the Federation banner.

Oh, so the FNP is where the UFP president serves in order to avoid doing a real tour? :P

If it is some sort of PDF, then all such functions must have since fallen under the aegis of the Federation, which would imply a degree of centralization and Federal (vs. reserved) powers which we haven't really seen before.

Perhaps it's a descendant of the old UESPA?
