I can imagine maybe there being some sort of mass-use transporters. Like, you get in line, tell the operator where you want to go, and get sent there. But I don't imagine there being ownership of transporters.

That seems to be the way the novels have handled it. Public transporter hubs which will beam you wherever you want, but no personal site-to-site transporter type things

I don't see why not, if civillian crews can get ahold of actual starships, like an Oberth class

While there seem to be some non-Starfleet starships, that doesn't necessarilly mean that they're civilian, given that the Fed government appears to have complete control of all forms of transport. Note the complete lack of any exodus in any of the emergencies we've seen, or any mention of Federation non-government-owned forms of transport.
